José María leads OGP’s work at the local level, helping to accelerate impact and reforms where government is closer to citizens. He also promotes strategic national-local integration, enhancing subnational participation in OGP and improving knowledge and learning opportunities for open government reformers.

Previously, he worked at Transparency International (Germany), Fundar, Centro de Análisis e Investigación (Mexico), and the International Budget Partnership (USA) managing projects and carrying out research, policy analysis, and advocacy in the field of open government.
