Oscar is the Director for Latin America, responsible for directing OCP’s strategy and operations in the region. Together with government and civil society partners, he designs and implements strategies to create procurement systems that deliver better social outcomes and address the region’s toughest public challenges.

Oscar is an expert in evidence-based approaches to enhance public policies. Before OCP, he led results-driven contracting projects with the Harvard Kennedy School and worked with Colombia’s Ministry of Defense, J-PAL in India, and the Millennium Challenge Corporation.
